Is it possible to use water as an alternative fuel?

If you could establish some kind of electrolysis system thereby separating the oxygen and hydrogen into separate tanks, then having a continuous stream of oxygen as a burning agent and the hydrogen as fuel, would it be theoretically possible to power, say, a car?
